Pastor Michael Kelly - Board Chairman
Pastor Michael Kelly is a certified Life and Relationship Coach. He is a widely sought after speaker, domestically as well as internationally, engaging audiences in dynamic concepts such as: “Date More. Marry Less." and “Why Opposites Attract”. He has 20 years of experience in Pastoring, community development and engagement as well as individual and couples counseling. As a prominent community leader, he frequently conducts workshops, seminars, and trainings for businesses and corporations in which topics range revolve around leadership, relationships, and helping others find their purpose in life. Additionally, Michael believes strongly in the fight for justice and equality. As a result he founded The New Black Wall Street initiative, a four phase plan for the socio-economic empowerment for people of color.
Pastor Michael Kelly has received recognition from the City of Riverside, NAACP Riverside Branch, House of Representatives, California State Senate and more.
Dr. Luciana Starks - Board Secretary
Dr. Luciana Starks is Director of Communications and Marketing at Inland Empire Health Plan (IEHP), one of the largest not-for-profit Medicaid and Medicare health plans serving the residents of Riverside and San Bernardino counties in California. She also serves as a faculty member for University of Phoenix – School of Advanced Studies, where she teaches graduate courses in organizational development, change management and leadership.
Dr. Luciana Starks is a results-driven, strategic communications executive with extensive experience delivering measurable communications, PR, brand re- positioning, executive messaging and marketing campaigns for leading healthcare organizations such as Kaiser Permanente and City of Hope. She has a track record for creating successful, high-performing teams and productive relationships with executives, colleagues, clients and external business partners.
Dr. Katrina S. Shelby - Board Treasurer
Dr. Katrina Shelby is the Associate Hospital Administrator Quality & Accreditation at Arrowhead Regional Medical Center. Previously, Katrina was Regional Director, Regulatory Compliance & Risk Management at SSM Health St. Louis.
Dr. Shelby earned her Doctor of Law in Health Law Certificate from Saint Louis University School of Law in 2000.
Greg Devereaux - Board Member at Large
Mr. Devereaux served in state and local government for 40 years, holding a variety of leadership positions including City Manager of both Fontana and Ontario, where he worked with the city councils to improve each city’s finances. He has also served as Chief Executive Officer of San Bernardino County where he helped the Board of Supervisors lead the County in a new direction which emphasized fiscal responsibility. He worked with the Board and the San Bernardino Associated Governments in a community-driven effort to develop a Countywide Vision. Mr. Devereaux recently retired and has opened his own consulting firm working with both public and private clients.
He is a Past President of the California Redevelopment Association and in 2009 was appointed by the California Air resources board to the Regional Targets Advisory Committee on greenhouse gas reduction under SB 375.
Salomeh Wagaw - Board Member at Large
Salomeh Wagaw is an Epidemiologist with the Riverside University Health System - Public Health. Her team has been involved with COVID-19 response through the Emergency Operations Center and continues to address pandemic statistics.
Currently, she is the Chief Equity Officer and liaison for the COVID-19 Vaccine Incident Management Team, the co-chair of the Vaccine Equity Taskforce, and is solely responsible for the surveillance of the seasonal flu for the 2.5 million residents of Riverside County. As the Program Coordinator of the Healthy Riverside County Initiative, she provides leadership to a diverse group of County Departments.
Ms. Wagaw’s passion for reducing disparities has appointed her as the Chairwoman of the Riverside County Healthy Equity Committee. She is also the Co-Chair of the Southern California Regional Health Equity workgroup, collaborating on regional approaches to eliminate disparities.
Mayor Acquanetta Warren - Board Member at Large
Elected as mayor in December 2010 and overwhelmingly re-elected in 2014 and 2018, Acquanetta Warren is serving her third term as the mayor of the City of Fontana. Mayor Warren focuses her administrations on bolstering economic development, creating educational opportunities, improving public safety, and advocating for a healthier community.
During her eight years as a councilwoman and now third term as mayor, Warren has spearheaded significant economic growth and infrastructure improvement initiatives. She has also played a critical role in positioning Fontana as a supply chain hub that provides critical goods and services to businesses in the United States and throughout the world.
Ms. Warren has received numerous recognitions and several awards for her efforts towards building a healthier, safer and stronger community.
Kamola L. Gray - Board Member at Large
Kamola L. Gray is a native of Riverside, California and has been practicing law since 2003. She has worked as an associate for the Law Offices of Curtis R. Aijala in Ontario, CA where she worked on a range of cases including: family law, criminal law, bankruptcy, probate, civil litigation, and unlawful detainer. For over ten years, Kamola operated her own firm as a general practitioner, and more recently, she joined the firm of Chung and Ignacio, LLP as an associate attorney.
Kamola is also very active in the community as an administrator for the Riverside location of Uplift Church. She is a mentor to many and has been a speaker for the Career Day at University Heights Middle School for six years.
Presently Kamola is active in Fidelity Chapter #28 Order of the Eastern Star in Riverside, CA. She also serves as President of the Richard T Fields Bar Associations.

Rev. George Lamb - Chief Executive Officer
Rev. Lamb, is the Chief Executive Officer of CEEM Coalition for Cultural Change (CC4CC) and the CEO of Millennium Man Consultants, LLC. He is also the Founder/CEO of Millennium Man Ministries and President and CEO of the Faith Advisory Council for Community Transformation (F.A.C.C.T.). Furthermore, he is the President of the Board of Directors for the American Evangelical Christian Churches and Chief Strategist for the Khoreon Group. He is a servant leader to community-based organizations and government agencies in the Inland Southern California region.
As a member of the Community Vital Signs Steering Committee, he serves as Chair of the Community Engagement Sub-Committee. He also serves on San Bernardino County Homeless Veterans Advisory Board and Taskforce. He is privileged to have received an appointment to the First 5 San Bernardino Advisory Board and is a member of the San Bernardino County Equity Element Group.
